Missouri House speaker announces formation of joint interim committee to oversee use of federal stimulus funds PDF Print E-mail

Jefferson City — Missouri House Speaker Ron Richard, R-Joplin, this week announced the creation of a joint interim committee tasked with ensuring the nearly $1 billion in remaining federal stimulus funds are used in the most cost-effective and fiscally responsible manner possible. The Joint Interim Committee on Oversight of Federal Stimulus and Stabilization Funds will consist of five House members and five members from the Senate and will be chaired by Rep. Allen Icet, R-Wildwood.

"The committee has the great responsibility of making certain we are using the federal stimulus dollars appropriately and that we avoid some of the strings that come attached to these dollars that could cause a financial burden for future generations …," Richard said. He added, "We have said all along that we will not use one-time dollars to fund ongoing projects, and I know the committee will continue to hold that line on that issue so our children and grandchildren are not saddled with debt in the years to come."

The Missouri House used approximately $780 million in federal stimulus funds to fill budget gaps in the Fiscal Year 2010 operating budget. In addition, the Missouri General Assembly approved House Bills 21 and 22 authorizing slightly more than $3 billion for various projects around the state, including highway construction, workforce development and enhanced educational opportunities. House leaders worked diligently to craft a budget that used federal stimulus dollars for one-time projects that would not need to be sustained in future years when federal funding runs out.

The Joint Interim Committee on Oversight of Federal Stimulus and Stabilization Funds will conduct a comprehensive study and analysis of the most effective strategies for utilizing the remaining funds received from the American Recovery and Reinvestment Act of 2009. The committee also will examine any conditions or stipulations that are attached to the receipt of federal funds under ARRA and investigate exactly for what purpose or programs moneys under ARRA may be used. The committee also will also be involved in determining the proper course of future legislative and budgetary action regarding these issues.

Rep. Icet will be joined on the Joint Interim Committee on Oversight of Federal Stimulus and Stabilization Funds by Reps. Sally Faith, Steve Hobbs, Chris Kelly and Roman LeBlanc. Five members from the Missouri Senate also will be named to serve.
